Project Organization and Management

Management and implementation of the project The general concept for management and implementation of the Project for Integrated Urban Transport includes Committee оf project management, Integrated Unit for project implementation, Project Manager and Advisor for policies of public transport, as well as third parties - experts and outside contractors involved in the implementation of main project activities.

Management Committee of the project is headed by the mayor of Burgas and embroidered consists of deputy - mayor, the chief architect and representatives of the municipal company - transporter "Burgasbus" and the Project Manager. The Committee shall coordinate, monitor and accept the project activities, take management decisions and ensure the integration of the project with the general and sectoral policies of the municipality.

The main functions of the Policy Advisor of public transport are related to consulting the Committee for project management in the process of making managerial decisions regarding compliance of the implementation of project with the general policy and priorities in the field of transport in the Municipality.

Head of the project, selected through open tender procedure in accordance with the requirements of PMS 194, guides the activity of the integrated management unit of the project and report to the Management Committee. He is responsible for overall technical and financial implementation of the project in accordance with predefined indicators, outcomes and objectives.

Integrated unit for the implementation of the project (IZIP) consists of project director and coordinator, technical and administrative staff and key experts. IZIP is half integrated structure that brings together experts from outside of the consultant company selected through a public procurement procedure, experts from the municipal Administration and municipal transport operator "Burgasbus".

Preparation and implementation of procedures for the award of orders for the selection of contractors
- Selection of contractors for the preparation of technical investment projects for reconstruction and modernization of the bus depot and workshop, diesel and methane station, pedestrian overpasses and a system of bicycle routes, as well as system /BRT/, bus terminal near the railway station and the terminal in r.a. “Meden Rudnik”;
- Selection of contractors for construction activities - assembly of objects reconstruction and modernization of the bus depot and workshop, diesel and methane station, starting of the BRT system, Central bus stop and traffic lights system with bus priority, pedestrian overpasses, South Bus station, bicycle facilities, bus terminal in the residential complex "Meden Rudnik"
- Choice of companies for architectural and construction supervision;
- Choice of companies for suppliers of equipment for integrated ticketing system, passenger information in real-time, management and control of public transport, CCTV system;
- Selection of a contractor for the preparation of feasibility studies and concept for integrated traffic management and upgrade BRT system, establishment of buffer parking in key areas of the city, bus terminal for long-distance transport;
- Selection of a contractor for independent financial audit of the project;
- Selection of a company for publicity and information campaign.

Independent audit of the financial costs and the implementation of project activities
Independent financial audit will be performed by the selected licensed audit company. The audit aims through a set of necessary procedures defined by the International Standards of Auditing, to express independent opinion on the truth in all aspects of materiality financial statements prepared during the project in accordance with accounting Bulgarian legislation. The project proposal provides preparation of annual interim and final audit reports. 

Promotion and visualization of project activities Planned project activities include several basic packages of measures, related to visualization and promoting of the objectives and results of the project:

- Measures for information and publicity to promote the objectives of the project and contribution of ERDF Operational Programme "Regional Development 2007 - 2013":
- Development and dissemination of information materials, organizing Press conferences and public events;
- Measures fir information and publicity during construction - installation billboards and permanent information signs in accordance with the requirements of guidelines for the publicity of the Operational Programme;
- Development and implementation of a campaign to inform the public about EU contribution and promotion of public transport, including public events, information kiosks at key locations around the city, information brochures about BRT systems and services, distribution maps of the route of the BRT, development of a website for the services offered in the system of public transport;

-Information campaign in local, regional and national media - radio and television broadcasts, regular information on the website of Municipality.
